Hey, Jack. Can you point to the Instagram account where you found this? Maybe we can trace it back.

My guess is that it is a modern art piece imitating the look of an old artifact (I guess a Chinese vase from the dragon).
I would think it is made of ceramic not marble.

Talking about tops in museums made of unusual materials, this appears to be a real (playable) top:



It is described as made of bee wax and was collected in 1905. It is from the collection of the Australian Museum in Sydney. The museum has an interesting collection of aboriginal spinning tops: http://australianmuseum.net.au/spinning-tops

Ok, the top is displayed at the Centro Cultural Tijuana, in Tijuana, Mexico (across the border from San Diego). It is part of a series that includes a yo-yo, a balero, and a bicycle.
Interestingly, in Tijuana there is also a children's museum called El Trompo.
