The narrator is French but the competition is in the city of Guernica, Spain. It's the 1961 competition to find the champion of the province of Viscaya.
There is at least a trick contest, and one to get coins out of the circle.
The winner who you can see in the film was Jose Luis Rementeria, "molinerito". The video was uploaded to youtube 10 years ago by his son, so we will try to contact him and get more information.

That's the oldest video of a top competition I've ever seen! If only I knew what the French narrator was saying... wonder why a French person was narrating a video from Spain? Funny thing is that this competition takes place almost the same time the Duncan competitions were being held in the United States, but the Duncan trophies were about three times the size, and were given to little kids for doing something like ten really easy tricks....

Its not so surprising..at that time Pathé was a top press agency in europe
They have a lot of archives available
