to me, we have a classic "sculpture équestre" , scholastic in the posture and material
with the woman riding the man who looks almost like a gorilla...
and this primitive quadripole plays with a spintop
it could be an allegory for the uprising of women rights : the man head down , looking stupid with a toy , the woman head up ,with a sexy body tits pointing ..////
or a reference to a specific historical event like "la commune de paris 1848"
