Perhaps we are penalizing too much for drops. The reason we added the negative point was that some players were getting very good at picking up dropped tops while still spinning and we wanted to reward those who did not drop. But risky moves give a routine excitement and we don't want people to make it too safe either.
In the case of winding the top, we used to not have negative points because the time lost winding was a penalty in itself, but players kept doing it and it was bad for the public, so we penalized it explicitly to motivate players to have extra tops.
