I guess they are de-facto official if they are posted on the nats (or worlds) website. Alan has been the point man for nats and myself if he cannot come. We both can now edit the website.  Personally, I am of the "follow the spirit not the letter of the law" persuasion, so I don't have a problem bending the rules if necessary  ::)
