Those are the most difficult and expensive to obtain. They are made for professional performers by very few craftsmen and many won't sell them to players they don't personally know.
But Taka has said he would one day like to start offering an affordable one.

Correction.  Yoyoplay in Dallas does NOT supply Spintastics tops (they did have some on their website but have recently returned all of their stock).
We did sell the yoyo line to them...but NOT the spin tops.
