After lots of thinking I'm discarding two of the options. ;)

When the base with upright spike rests on the table as shown in your 1st photo, and the heavy inverted cone spins on the spike (2nd photo), the cone functions as a "spindulum" -- my term for a top-like spintoy with its center of mass below the point of support (here inside the cone's apex). I don't consider a spindulum a proper top, as claimed in the eBay listing, because the part that spins doesn't fall over at rest.
If this thing was originally intended as a spindulum, as I suspect, the tip of the spike and the inside of cone's apex may show the tell-tale wear.
I've made some decent spindulums with LEGO. An example more like your eBay item comes in at 3:23...

Yes, in my top Nr. 23, (and in many others of mine), the tip is recessed. But, to be precise, these my tops are not "spindulums", because the center of mass is still slightly above the tip, and they topple down at the end of the spin.
Not sure what is the item on Ebay, it doesn't seem very much like a top..
