Who knows who is this guy?

I would have called him "Koman" 



Somebody suggested he must be Gerardo Montero when he is not fighting crime (as he likes to be photographed with cuties)

His name is TOPMAN, of course!  He is a robot, part of the Mega Man Japanese franchise developed by Capcom.  From a wikia article:

Top Man (?? Tappuman?) is a Robot Master created by Dr. Light and Dr. Wily . . . Top Man is equipped with an auto balance system that allows him to spin rapidly much like a top, which he uses as an attack called the Top Spin to injure enemies, and as a defensive mechanism because the high rotational speeds make projectile's deflect off of him. However, he can't spin for too long because he gets dizzy, and maintaining such high speeds could damage his internal components. Top Man also attacks by tossing rapidly spinning tops from his head or shooting tops from his arm cannon.

This related character from Mega Man is TopMan.Exe which is the NetNavi (network navigator or sentient virtual helper) of Tensuke:



-Tensuke Takumi (? ?? Takumi Tensuke?) - An elderly man obsessed with tops who is the operator of TopMan. 
-Kousuke - Tensuke's grandson who loves NetBattling, but finds tops "boring and antique." 

However, at the end it seems the grandson changes his mind (link):

TopMan first appears when Tensuke's top malfunctions. After Lan helps him, TopMan is revealed to be a makeshift Navi, a Navi his operator created by himself using his own parts. This means that TopMan breaks down frequently and is shown to have some memory loss as well . . . Tensuke's brother is convinced by Lan to help fix TopMan . . . so Tensuke can prove to his grandson that tops are still cool. Although he loses, the two succeed in impressing Tensuke's grandson.

Topman, you say?  Interesting.  Wild outfit and wild looking body parts.  I was glad to read that he does throw tops, in one way or another!

Thanks for the info Tao!  Despite being Topman it looks like he is accepting of other skill toys because he has Yo-yos for ear covers.  Maybe they are removable P213's?

As far as arm canons go I hear that Gus has an amazingly strong launch that could be considered canon like.  That could be a contest that could be added to spin top gatherings. Who can get a top spinning the fastest? A Harbor Freight Tachometer and a predetermined regulated top we could have an "Arm Cannon" World Champion.

Ha, the Flat-Top hat is hilarious!

I looked a little more into this and Top Man (or Topman) is actually a villain, or at least fights on the bad side. And in the end he always ends up losing 

The Mega Man franchise started as a games for PC and Gameboy in 1987.

I watched on youtube an episode (Campus Commandos) of Mega Man the animated series.  At one point Top Man uses his charm (!) to trick one of the good (robo-)girls who falls for him. He presents himself: "My name is Topman, but you can call me Toppy"  Later she will be the one who beats him: beware of a scorned woman!
