The context was that Tesla's new Model 3 has frequency selective damping of the range of frequencies (4 to 6 Hz) that affect your stomach the most.
This made me wonder if a top with wobble at the hand's frequency range (30 to 50 Hz) according to the drawing, would feel less balanced than a top with the same wobble amplitude but outside that range of frequencies.
