Two different speed ranges where it sounds: why? Some kind or resonance, probably, but it's an interesting question.

Thanks for sharing the ad, Renee.
I see it has a postal zone of 41 in Los Angeles. Postal zones were implemented inside large cities in 1943. They were replaced by national zip codes in 1963. So that ad dates the top between those years.

It's a cute top with a nice logo on the crown. It's smaller than what I expected.

Yes, mine also has two different speed regions where it whistles. It would be interesting to be able to measure the pitch of the sounds and see if they are related as a simple fraction.
